I am sorry but it is impossible to say what sort of skin problem it is. Even a dermatologist could be hard pushed to say from a photo. All lupus rashes can resemble several other conditions.
It would be best to see a dermatologist but if it clears up with steroids and only occasionally recurrs and isn't photosensitive that might suggest that it is not a lupus rash. Often only a biopsy can indicate that it is related to lupus, or might be, or isn't.
